G used to actually mean movies that didn't have any objectionable material. Because of that, anyone could use the X rating, which is why X-rated movies became associated with porn. Movies could be rated X, but that just meant that the MPAA refused to rate the movie, or that the filmmakers declined to have it rated by the MPAA. You have to understand the history of our ratings.
